"When the engine is cold:
Pull the choke knob out all the way. Close the throttle completely. Push the starter switch and the engine will start. Immediatly after the engine starts, return the choke knob halfway and warm up the engine. When warn, return the choke knob back to it's normal disengaged position."

It sounds to me like you're shutting the choke off too soon. I always follow the instructions. Start on full choke - go to half choke immediatly - warn up on half choke. It takes a mile or so to warm up.
